Distemper is a water-based, chalk or clay pigment paint — low cost, easy to apply, but not washable and prone to chalking over time. It is suitable for temporary or budget interior applications. For any permanent interior wall, an acrylic emulsion — even a standard-grade one — delivers significantly better performance and longer service life than distemper.
Yes — primer is essential on all new plaster, concrete, and bare surfaces before topcoat application.
